MOP, income, citizenship, and marital status all change the answer. Here's how to check where you stand.
You need to have passed your flat's MOP (5 years standard, 10 for PLH), clear TDSR at 55% of gross income, and understand how your citizenship/residency status affects ABSD. Married SC couples have an ABSD remission path if they sell within 6 months of the new purchase.
The Minimum Occupation Period is 5 years from key collection (BTO) or legal completion (resale) for standard flats — 10 years for Prime Location Public Housing (PLH) flats, which also carry a resale subsidy clawback. You cannot sell, and therefore cannot upgrade, before this date. Check your own MOP date before doing anything else — it anchors your entire timeline.
Banks cap your Total Debt Servicing Ratio (TDSR) at 55% of gross monthly income across all loans. For a private property, you'll also need at least 25% cash/CPF downpayment for a first loan (more for a second), plus stamp duties. This is the single biggest gate most owners underestimate — a nice HDB sale price doesn't automatically mean you qualify for the mortgage on the next place.
Singapore Citizens pay 0% ABSD on their first private property; 20% on a second (if they haven't sold the HDB yet). Permanent Residents pay 5% on a first private property, 30% on a second. This single factor can swing your budget by hundreds of thousands of dollars, so it needs to be worked out early, not discovered at the lawyer's office.
Couples buying jointly, with at least one Singapore Citizen, can usually claim back the 20% ABSD if they sell their HDB within 6 months of the new purchase. But the remission has strict conditions — joint names only, no other property ownership, and a hard deadline. Miss it, and the ABSD becomes permanent.
You can still plan — research locations, get pre-approved for a rough loan estimate, and use the time to save for the downpayment. Just don't commit to any purchase before your MOP date passes.
Yes, subject to the same TDSR and ABSD rules for their profile. Singapore Citizens aged 55 and above also get ABSD refund eligibility on a replacement private property if they sell their existing one within 6 months, since Feb 2024.
It can. ABSD remission for the married-couple pathway requires the new property to be bought only in the names of the spouses — parents, siblings, or children on the title can disqualify the remission. Get this checked before you sign anything.
